Pictures that are part color, part b&w

Hey guys, I'm familiar with different techniques on how to turn a color picture to black and white, but I was curious as to whether or not there were ways to turn color pictures black and white, while certain parts remained in color (like Sin City). Any help would be great. Thanks.
